Where do the two scenarios come from?

From ranges published by EPC Group, a Microsoft consulting firm, in its 2026 licensing guide: 30 to 40% of licences unused within 90 days when a company equips its entire workforce, 15 to 20% with monthly monitoring and reassignment of inactive licences. No independent study measures that share today: the only public reference points come from firms that sell the optimisation.

Why are Microsoft 365 E3 and E5 licences excluded from the calculation?

Because they cannot be cancelled on their own. An E3 or E5 pays for Word, Excel, Teams and Outlook, used whether Copilot is or not. Only the Copilot add-on can be cancelled. Counting the base licence in a waste calculation would inflate the result artificially.

Why is Gemini missing from the tool list?

Google removed its Gemini add-ons in January 2025. Gemini is now included in the Workspace plans, at the cost of a higher base price. There is no line left to cancel. The waste is still real: among employees with access, Recon Analytics measures that 34.0% use Gemini.

We default to the lower assumption, and the calculation assumes every unused licence can be cancelled or reassigned.

What these numbers mean

An assigned licence is not a used licence.

Being embedded is not enough: Among employees with workplace access, Recon Analytics measures 83.1% real usage for ChatGPT and 35.8% for Copilot, which is embedded in Word, Excel and Teams, already open all day. 47 points apart, despite the head start.
Part of adoption is only availability: With both Copilot and ChatGPT available, 76% of employees pick ChatGPT, 18% Copilot. Copilot alone: 68% adopt it. Without a competitor, adoption climbs. Given a choice, it collapses.
What makes the difference is organisational: Microsoft's 2026 Work Trend Index (20,000 respondents across 10 countries) attributes 67% of the measured impact on AI success to organisational factors (culture, manager support, talent practices) against 32% to individual ones.

These figures measure usage, not cancellable waste. Flipping Copilot's 35.8% would give 64% of licences to remove; the calculator at the top of the page applies 20 to 35%. Here is why: someone who opens Copilot twice a month does not count as a user in a survey, but taking their licence away is still a judgement call, not an obvious one.

The Recon Analytics data covers the US market (more than 150,000 respondents, July 2025 to January 2026). No equivalent French study exists to date. The Work Trend Index covers 10 countries, France included.

Where the waste comes from

Three causes.

Licences never activated: Assigned to the whole team "to see", they stay closed by part of the people who receive them. The mechanism does not depend on the tool.
Licences gone inactive: One employee tries the tool for a few weeks then stops. Another leaves the company without their licence being deactivated. Either way, it stays paid for.
Credits that expire: A prepaid credit allowance (GitHub AI Credits, or Agentforce credits) is not consumed at the same pace from one month to the next: exhausted in days at some points, almost untouched at others. Whatever is left at the deadline is lost. These credits are not counted in licences: this calculator does not cover them, optidome does.
